Statewide Youth Collaborative (SYC) Group

What is SYC?


SYC brings all DHHS youth related functions together into one interface with representatives from the regions, community sector peak bodies, and other government agencies from the Tasmanian youth sector.

What is SYC's Role?


The purpose of SYC is to improve communication and partnerships between the Department of Health and Human Services and the community sector around youth issues. It was developed collaboratively by the Department and the Youth Network of Tasmania to share information, and identify and resolve youth issues of common concern.

How does SYC work?


SYC does its work by:

  • Networking and building relationships across artificial boundaries in the youth sector;

  • Information sharing at meetings and between meetings via an email network; and


  • Working collaboratively through a project management approach on issues that SYC members jointly identify and prioritise as requiring collaborative responses.

  • Who is involved?


    SYC membership consists of approximately equal numbers of Community Sector, and DHHS representatives, with additional representation from other government and non-government agencies as required.

    DHHS representatives are drawn from all relevant sections of the department including, population health, housing, drug and alcohol, justice, mental health and acute health services. Non-government representatives are drawn from each of the three regional groups, and from peak bodies with particular interest in youth issues.

    The forum is jointly chaired by the State Manager, Population Health and the Executive Officer of the Youth Network of Tasmania, and is jointly resourced by those two lead agencies.

    What does SYC do?


    Since its first meeting in August 2005, where a broad range of issues were identified, SYC has steadily increased its focus on urgent issues that require collaborative responses.


    These were initially seen as:

    • Improving young people’s access to a range of health services, particularly, mental health, drug and alcohol and sexual health services;


    • Addressing barriers to young people’s access to safe and affordable housing; and


    • Improving collaborative case management processes.


    In seeking to address these issues SYC is:

    • Producing a youth friendly guide for mainstream health services and resources about accessing health care for young people


    • Facilitating joint work in the area of youth housing and youth justice


    • Instigating cross-sector collaboration across issues including improving service agreement processes and collaborative case management


    • Promoting and enhancing existing good practice collaborative models in the government and community sector


    Where to now for SYC?


    SYC was reviewed in May 2007, resulting in strong endorsement of its role and structure, and some suggestions as to how its processes can be strengthened. Following the recommendations of this review, SYC will seek greater engagement of its regional representatives in its working parties, and better ways to disseminate information about its activities. It will also strengthen its membership and continue its focus on building collaborative processes and sharing information and responsibility, across all areas of youth sector interest.
